Our #1 recommended high-end high-d whistle that won't break the bank too badly is Paul Hayward of Silkstone Whistles' Alloy High D. Still to this day a favorite.
Tin Whistle Tutorials
I always recommend either the Clarke Tin Whistle Method or Clare McKenna's tutor. The Clarke book if you're somewhat interested in traditional Irish music but also would like to learn other types of traditional folk tunes, the McKenna book if you're really wanting to focus on Irish traditional music. Both come with CDs.
The Vinnie Kilduff DVD helped me out a bunch when I was beginning as I didn't have anyone around to teach me. Irish music is best passed down "orally" so a DVD is the next best thing to being there.
And if you're really ambitious, pick out some tune books to start building your tune repertoire!
